About Us
Jenna Bell
Jenna Bell is a licensed Texas attorney from the Texas Hill Country and is the founder of The Law Firm of Jenna Bell, P.C.. She has committed her career and law firm to representing intended parents, surrogates, donors, and agencies as legal counsel through the unique process of family formation.
Jenna attended the University of Texas at Austin, graduating with a Bachelor of Arts degree in International Relations and Global Studies. Jenna received her Juris Doctorate from St. Mary’s University School of Law, where Jenna was the President of the Student Animal Legal Defense Fund, a member of the Women’s Law Association, and participated as a staff member of The Scholar: St. Mary’s Law Review on Race and Social Justice.
Jenna began practicing family law and estate planning in her hometown. During this time period, Jenna further cultivated her love for guiding clients through challenging familial experiences with compassion and determination. In 2022, Jenna decided to pursue her passion of helping families achieve their dreams of building a family of their own and focused her career solely on assisted reproduction and technology law.
Jenna is a member of the Society for Ethics in Egg Donation and Surrogacy, the Family Law Section and LGBT Law Section of the State Bar of Texas, and the Assisted Reproductive Technologies Committee of the American Bar Association.
In her free time, Jenna loves traveling and spending time with her family, friends, her two dogs, Nellie & Huck, and her cat, Patroclus.
Shawnna Bell
Shawnna Bell is a legal assistant and case manager. After 23 years as an elementary school teacher, Shawnna's passion for children and families transitioned to her joining The Law Firm of Jenna Bell, P.C. in 2024 to help others form the family they've always dreamed of. Shawnna is a graduate of The University of Mary Hardin Baylor where she earned a Bachelor of Science degree.
Shawnna is committed to serving our clients with their billing and pre-birth order needs with dedication and compassion.
Shawnna is married with four children and four grandchildren. In her free time, you can find her on hikes and walks with her Golden Retriever, Dallas, on their journey to find the perfect pup cup.

Joel Bell serves as a legal assistant, where he is dedicated to supporting families and individuals as they navigate the legal process of their family-building journey. He finds great fulfillment in helping intended parents move closer to their dreams of growing their families and is committed to providing dependable and compassionate support throughout the legal process.
A devoted family man, Joel has been married to his wife, Shawnna, for many years and is the proud father of four children and grandfather to four grandchildren. His deep appreciation for the importance of family is reflected in both his professional work with clients and his personal life.
Outside the office, Joel enjoys cheering on his favorite football teams, spending time with his grandchildren, and relaxing at home with his golden retriever.
